as for the rest. its getting harder and harder to find quality shops that are willing to do more than just a normal build and wont charge the crap out of you for a 3000hp build.
try giving these guys a call.

they bought out our local speed shop (LS1powertuning) and are now doing just about everything. I havent talked to them since the takeover was finalized (lack of time), but I plan on utilizing them for part of my build (they just dont know it yet)
