lol, were 79 cents a pack when I was 14 and was perfectly legal to buy them. a lot of times they wouldn't sell you the lighter though. even had them in vending machines. in fact, you could smoke in high school so long as you got a note from your parents. Ironicly, the only thing you're allowed to smoke without creating a shits storm is pot.
