I think Carl's mindset has more to do with growing up in a wacked out world and seeing the consequences of a very limited number of actions. His decision-making process is skewed purely because all he's seen are negative results.
Where Shane and The Governor made their decisions out of a lust for power and control, Carl is making decisions purely out of a desire to survive and protect.
It should be interesting to see where it leads
