i saw this video and that is what got me thinking. First handguns are serialized so handing over another ghun if they have a list wont work.
and based upon actions like the patriot act, the our involvement libya and what is being talked about with the executive orders it wouldn't take any votes to put in.
i would expect a huge leo refusal but it would come down to the military fallowing orders...
