Oddly enough, from what I've read, ABL across the dash was in the original plan from GM. At the last minute, just as they went to production, the powers that be changed their minds and the dash ABL was never installed. No reason that I know of has ever been given. But one piece of evidence remained. Apparently at least some, maybe all, of the 2010s have the power plug for the absent lights mounted under the dash. Some people that do their own ABL actually tap into this plug.
Some speculate that somewhere, in some forgotten GM warehouse, the components are sitting on a shelf collecting dust. Just waiting to be discovered and sold to the public.
