You can't sue the cops for arresting someone in possession of what the dealership claimed is a stolen vehicle.
He was released in 4hrs after being determined no evidence of that. The dealer will end up losing on this good but not to the tune of 2.2 million dollars. More like settled in the end for 50k or less.
