I've got a very easy answer for you. He didn't move the Cop out of the way with his vehicle. Its very easy to see the officer moved his foot under the tire of the car. In a place where the driver had no idea if the officer moved is foot there.
The cop was a douche...plain and simple. He illegally detained someone which in and of itself is "breaking the law".
