if you have the guys info (he is writing a ticket for the vehicle,safe to assume he already has the plate info) and he tries to drive off you let him go and have the judge issue a summons.
Cops was stupid,caused injury to himself and if i was the judge i'd toss the entire mess out and tell the cop to watch his behavior or else he might be on the recieving end of a lawsuit someday.
Not saying the guy with the red car was right (clearly he wasn't) but the cop put himself in harms way then assaulted a civilian.

LOL...I have been to Hagerstown...you know cops don't work like that in Hagerstown. Half the cops in Hagerstown would have been at the seen so no they would not let him drive away.
