It could be argued that the cop went above and beyond. He had to stop the guy. He couldn't shoot him. He couldn't taze him. He could have stepped in front of the car but hesitated.
Many serious offenders have been apprehended by doing stupid shit. I'd probably have been thinking that this guy is hiding something. I'm guessing that cop had reason to believe it was important to keep him there.
NO WAY I'm going to negatively blame that cop for putting his foot there. If it makes him a dummy then so be it. No wrong doing happened to the dipshit driving the car.
