The comments I love on YouTube the most are the ones regarding a "justified parking space" and that the guy had every right to be parked there, so the ticket is bs.
Well, I can't speak for where he is parked, whether it's legal or not, but what is absolutely certain is that you can't simply drive away from a cop; especially if he gives you a command.
And as for why the cop is giving him the ticket, well I don't know in what state the car is registered, but the guy doesn't have any form of registration or inspection info on the windshield. So if that car is in fact registered in NY, that ticket is completely justified.
