In my experience, it's usually trucks that do this. I almost wonder if they do it on purpose just to break some of the boredom of driving all day every day.
It's even more annoying on the interstate between my town and Madison. That stretch is three lanes wide, and having them do it three wide just adds that much more to the irritation.
