And he responded by telling his superiors. Who then took action. Again, everyone here has the benefit of hindsight.
How about you apply your rage at the situation towards the local authorities and the CHILD PROTECTIVE SERVICES who knew long before Joe Pa. They could have stopped this almost 15 years ago but they didn't. The mother of the first known victim also declined to press charges.
How is Joe more at fault than those charged with protecting society?
