hm... i suppose you're right but I kinda would like to read through their original mandate to see if the highways are covered there. From the article though it just sounds like they're checking semis and buses at weigh stations/bus depots, which I find reasonable. The trucks and buses are stopping there anyway, so a quick spot check for anything suspicious won't hurt too much.
