I would agree with CC Performance. You need to take it up directly with your neighbor. There is a point where there are just too many laws and ordinances. Every stupid thing that every person does cannot have a law. Government is already big enough, so now we need to start dealing with one another and talking to each other. When we as a people take back our relationships, the world becomes a better place.
