I would first talk to him privately. Tell him that you are uncomfortable with his behavior. You can't get in trouble for that. Or at least you shouldn't. If it continues, then there should be someone (HR) you can talk to about filing a complaint.

oh, and before you file a complaint, you usually need some evidence. Write down each incident, time and place, for a month, or however long. Would be good to have a co-worker back you up as well.
