Its my understanding that the roll bars on Wranglers are meant to deform and crush during a rollover, which will absorb a lot of the energy of a roll but will sacrafice itself in the process. Its still safe (unless you plan on doing some serious rock crawling), but they are not at all like a full cage that can take anything thrown at it and just get the paint scratched. Those full cages are usually made from a heavier steel and have lots of triangulation and bracing, making them much much stronger. The bars in the stock Wrangler have next to no lateral support. They look like they could take a vertical load pretty well (which is what the standards are based around) but I don't think they'll have much strength as the Jeep rolls. I'm pretty sure its supposed to do something like this when it rolls:
