If you look closely at the tire tread itself, if they have been spun for any significant amount, there will be some fine hair like scratches /cuts running in line with how the wheel rotates. If driven normally, these small lines/cuts will not be there, the tread blocks will be smooth. This was a handy trick my Dad taught me when I first started shopping for cars as a teenager.
