Back in the late 90's I was living in Manhattan. People used their horns more than Charlie Sheen uses prostitutes (allegedly). It was horrible, the entire city sounded like a traffic jam. So the Mayor (Guilianni at that time) told police to start issuing tickets for "Unnecessary use of an emergency signal". Things got quiet really fast. It was nice after that.
