Counties that can't afford a full time decked out firehouse (as in a few firemen that are getting paid for full time work) and ems have such a thing called volunteers. If a person becomes a volunteer then he agrees to spend his free time helping out in a worst case scenario. Therefore, if a volunteer needs to get to an emergency within a specific time limit he needs to be able to get there using his/her own car. That car(s) can be equipped with emergency lights in order to get through traffic quicker.
