If someone does evade me, you can bet I'll be more apt to stop them if I find them in the future, simply because that activity is suspicious. If I do stop that person and everything checks out, they're going to leave with a warning most times, not a ticket. It's worth checking, maybe Bin Laden is driving that car...how do you know if you don't stop it?
Duly noted, but I am not missing the point at all, everything you did may be accurate but not all of it would stand up in a court of law. You cannot even prove he was evading you the day you saw this vehicle, your making an assumption, and then following up that assumption days later is simply waistful IMHO. The person did not speed away or drive recklesly, if they had you would have hit your lights and pursued him, right?

Not trying to bust your balls here and I will let this go at this point but I have seen personally the police abuse their powers regularly and don't think it's cool.
