13 show season isn't short thats the norm when dealing with hour long shows. The only expectation whom does more is 24, they usually have 24 shows a season that cover one whole day. All FX series are about 13 shows, only rescue me did 22 this season because the previous season got put on hold because of the writers strike so they combined 2 seasons into one this past summer.
Just go look at all the shows on HBO and Showtime. Dexter, True Blood, Entourage and all the other greats only run about 13 shows a season. So no it's not a short season its the normal amount.
