I think 1LE hood wrap installation remained another stop between the factory and the dealer up until the last day.
There were "residual parts" with many dealer installed options, for example, if someone ordered forged wheels that were a ~$2000 option, they were entitled to the standard wheels as well, but I can imagine that few people actually wanted to take them.
It's possible that dealerships "forgot" to install certain optional items to swallow and resell them, but I haven't heard much concrete evidence of that. Mistakes were definitely made, however; for example, the 1LE style blade spoiler caps were notoriously often missing or badly installed.
