It's been a while, but I think the screws holding these in place can be exposed by only removing the air bag. Since this is step 1 of removing the steering wheel anyway, it costs you basically nothing to check

Now if it turns out you do have to remove the wheel, it has orange loctite on the T50 center bolt, be prepared with a giant cheater bar and a strong T50 bit. Since it's so easy to strip the bolt, I wouldn't use an impact here but ideally have a second person around to hold the wheel while you break the bolt loose with the cheater bar, plus a spare T50 bolt in case you mangle the original. No idea why GM thought a torx bolt would be better here than a normal hex head...
