This is the exact document the dealership has sent me. Also the thing that points out the issue I am having. This says the actuator will bleed the system every few key cycles. It happens EVERY single time I start the car. It also says that it will occur at very low speeds and driving in a straight line. I have seen and felt these events happen up to 40 MPH and while in a turn. This gives it a very unsettling feel to the car. The issue is just trying to get the dealership to acknowledge this is not normal.
