I have some great news! I spoke with the Service Manager and explained the TSB criteria. He brought out the Shop Foreman, who initially tried to claim that GM only covers "leaks" that actually drip oil onto the floor.

I was ready for that—I explained that while TSB 15-00-89-004 covers general fluid seepage, there is a specific guide for struts and shocks under TSB 05-03-08-002. I pointed out that according to the bulletin, an "extreme wet film" covering more than 1/3 of the tube is a Condition 4 failure and must be replaced. After reviewing the docs, the head mechanic finally agreed to replace both front shocks under warranty.
