This does not sound normal.
The speed sensor is at the transmission output shaft. So the speed reading of 51 means the transmission output was going that fast.
Any problem would be behind that, like differential slip.
Also, the car will likely compare the transmission output shaft speed to engine rpm for whatever gear you are in. If this doesn't match closely enough you will get a transmission code.
