CAMARO6 - View Single Post - What is this Item and do I need to replace it?

I've just returned from the states (AZ) to notice this (pics) I'm not sure what this piece is, or what it does. It appears to have oil or grease coming from it. I haven't pulled the bottom Shrouds off yet. I will do this tonight. However, I just thought I would try to understand what's happening before I even get started. Cause it appears something needs replacing just below the pulley. Thanks once again forum.
