The threads (and taper leading to the threads) does look light crap in the top pic above. I wouldn't be comfortable putting that filter on my car if I noticed it before hand. I'll be sure to look for that when buying oil filters moving forward.
Also, from past experience, it's unusual to have a flat metal surface where the inlet/outlet holes are on the filter. Granted, I've mostly only purchased OEM Toyota, Honda, and Subaru filters in the past
