Metal plate would go onto the MSD o-ring and the paper gasket would then seal the throttle to the plate when mounting an 87. With a 95 though, you can just mount the throttle right onto the o-ring on the front of the MSD, like you'd mount a 103. I have done this, put a 95 directly onto an MSD, and ran the car for a few years like that.
