No, you not need the metal plate or paper gasket for your 95, as they are just intended for mounting a stock (87) throttle onto the large opening of the MSD. Metal plate would go onto the MSD o-ring and the paper gasket would then seal the throttle to the plate when mounting an 87. With a 95 though, you can just mount the throttle right onto the o-ring on the front of the MSD, like you'd mount a 103. I have done this, put a 95 directly onto an MSD, and ran the car for a few years like that.
