I ordered and installed mine ~ 1 year ago and mind also came with the extra bolts, and was also explicitly mentioned in the installation instructions. Using the supplied bolts there are no fitment issues.
I ended up removing it anyways since I don't drive the car in the rain and it will allow hot air to escape marginally better.
