So essentially yes. I'm from in between Sac and Tahoe and it turns out, you can live in other places in CA. Not sure if you are familiar with other states, like AZ, but yes, they charge a huge tax to register a new car, which decreases as it ages out. But I've been to some real shitholes, like OK, FL, TX, places with no mountains and miserable climates.
