Depends on the cost of the materials I would say. Having dealt in parts for most of my life, people's biggest complaints tend to come from the smallest parts that are not included. Obviously you can not fix everything but if it is simple to include and does not throw margins out, why not include some shielding for the customer. Just makes the kit that much more complete. We all hate having to make trips to the auto parts store to get more stuff that was not known about previously.

I decided to add the heat shield to the lines... Great fitment and easy to install.... cheap addition to make this a turn key kit.
