Are you trying to fiddle with it while it's on the car or are you dry fitting the ends on the work bench? If it's installed, I'd remove it so you can see what's what. A smaller caliper tool can measure up those OD/ID's and put it to rest which is too big or small. You could try a reaming tool on the end of the plastic fitting and just shave it a bit if it's supposed to be an ID fit, the end could be burred and causing the issue. Otherwise, I highly recommend a barbed fitting and rubber vacuum line. A little heat on the IM side of the check valve to pull the plastic line off and slide the rubber line on, clamp it, and it's done.
