A compromise is indeed necessary, achieving paint perfection the way Koenigsegg and others do is extremely expensive.
However, one may argue that GM went for a low, very cost efficient quality target and could at least offer improved quality (say, some "post-processing" aka paint correction similar to what detailing shops offer) as an option.
My paint was pretty good out of the factory, by the way. Of course it had everyone's "favorite" orange peel, but at least no flaws or big dust nibs. The previous Camaro I owned had a big chunk near the roof edge.
