Rotated doesn't mean they unmount the tire and turn it around on the rim.
It means that they take the entire wheel (rim and tire) and either rotate (move) then front to back, side to side or in an X pattern. Staggered tires are only done side to side.
The dealership was correct. And as mentioned you look at the tire for an arrow and that means it's a directional tire. It's there is no arrow then it's an asymmetric tire but will say OUTSIDE. Meaning that side of the tire faces out.
