You will need to run camber through both the stock adjustment point and camber plate to get -3+.
And no, it's not like that. -3 hash mark at the plate doesn't mean 1 degree. I think if you max out the plate and the stock adjustment point you will get close to -4 degrees(never actually tried myself so this is just a guess).
