Alternatively, if possible. I'd like to set the throttle 0% for Tour mode, and keep it at 30%, for Sport and Track. If there is a specific tuner than can achieve this, that would be huge in knowing what to purchase.
Any help would be greatly appreciated. Thank you!

Changing the table that sets that "30%" isn't going to increase fuel economy, it's just going to adjust how fast or slow you get there. Variable cam timing and how soon the engine gets into performance enrichment are a couple things that could have been adjusted and could affect fuel economy but it's hard to say. To answer your question, buy hptuners mpvi 3, buy the credits and license the vehicle. You can pull the current tune off of it and then try to make changes at your own risk or pay someone to change it. It's anybody's guess how it's currently tuned though and if there would be anything to be had by changing it.
