That's way too much work for one person. Personally, if it were me, I'd go to Fiverr.com and outsource the work to a team in India for cheap. $50-$100 tops.
On fiverr.com you post your job description and people will make offers to create it for you.
I'd have them create a web page or a database hosted on a free or cheap site.
