This sounds extremely low for Cleveland (sorry, been there and it's hard to believe its accident stats would be this much better than in the rest of the country). I paid twice as much for less coverage in two vastly different states even when my driving record was 100% clean and had no minors on the policy.
Well either that, or you got a special rate in some way you didn't disclose
