The bumper covers are typically EPDM, which is basically polypropylene with a stiffener. A drilled hole should be an easy fix with a glue gun, as hot glue sticks are polypropylene. Give it a nice squirt so it bulges on both sides, then maybe flatten the one side with a piece of waxed paper. When it cools you can redrill it.
