Did you install the cam yourself?
I would agree on an engine more extensively modified. But installing a stage 1 or 2 cam kit in a stock head/compression LT4 usually doesn't necessitate those measures. There is normally plenty of PTV just needs to be lined up dot to dot on the gears. Now if the heads were milled and/or thinner gaskets were used, then yeah PTV should definitely be verified.
