I won't go into the political aspects either, but the fact is that anything with a fuel economy below 22.5 mpg is a "guzzler" according to the federal government:

This only applies to passenger cars, so that 4Runner of yours and all its SUV/truck kinfolk can suck down as much they want and you still won't pay this tax.
My SS, far beyond stock ZL1 power, gets 25-26 mpg on the highway
