My take...
There's a reason why garaged single family cars have lower insurance. Thieves can't steal what the can't see. If OP can't do that, and odds are they cannot, a bar on the steering wheel plus lights and cameras, is the next best deterrent before they break in. Most will see some or all of the above and just move on down the road because it's not worth the hassle. But if the thief really wants the car, they're going to take the car. Doesn't matter what you spend on security systems. They'll just tow it to the chop shop.
If none of that is going to work for the OP, then my advice is to spend the security improvement budget on relocating to a better neighborhood.
