I think there's more to this, after all, such a staggering level of incompetence is not a realistic assumption.
GM is curtailing information flow likely because this lowers their risk and litigation exposure, be it just an inconvenience to a customer that was expecting an event to occur at a specific time or a rejected order because the vehicle had corrections applied at the factory, all the way to contract breach lawsuits of various kinds, justified or not.
Shutting off the info pipe is easier than exposing your processes and standing behind (while also improving) them.
