I don't think they are gambling for an outcome like HD TVs. The EVs and their batteries require materials that they likely knew would be insufficient to mass produce anything that would replace ICE. If they went in on a blind gamble they are dumber than I thought.

I think the scam is they know and knew all along EVs will never replace ICE in any numbers close to what is needed or what's affordable and we'll never see any VW Bug type EV cars here.

The end goal is the end of ICE and the end use of fossil fuels for propulsion. That will happen regardless of what EVs are for sale. If the middle class can't afford the high price that is needed to buy an EV, too bad. Take the bus. We're headed for the Cuban transportation model of constantly repaired clunkers providing private transportation for the lower classes.
