I'm not saying this applies here, but my wife's Acura RDX holds about 3.5 quarts of ATF but it requires 10 quarts to do a factory spec'ed fluid change and it's because of the process: Drain, fill, drive 100 miles, drain, fill, drive 100 miles, drain, fill. It's total overkill. Also, the mechanic I use for most stuff (independent) has told me that the service process on transmissions is to exactly measure how much fluid you drain out and replace that amount only. This ensures that the exact proper amount is in the entire system, including the torque converter, since the amount that drains will vary depending on how much is actually in the pan at the time the plug is removed.

Ya my mechanic, the device they use to drain failed, so he was going to get it fixed before doing the work on my car.
But yes they have to measure exactly how much to pull out, there's not dipstick of sorts to check.
His computer system was saying 8.1 qts, I do have 9 qts of the trans fluid though. If some of it doesn't get used no big deal to me.
