I'm out of my depth as to the design of 2019+ Camaro headlights, but the older HID assemblies only had one bulb and an electronic shutter mechanism that switched between "low beam" and "high beam" mode. Perhaps this is how the new LED-based beams are implemented as well and there is only one physical light source.

(Base trim pre-2019 halogen headlight assemblies did indeed have separate low beam and high beam bulbs.)
