I've been talking back and forth with him and from what I can tell it's beyond just the fusebox. The connectors on the main wiring harness for the car has been damaged from what I can tell as well. I replaced fuses in mine and a couple of the local modules but I ended up having to replace the entire harness because of the level of damage done to multiple wiring lines. I am almost certain he has to do the same. His issue is that they don't have junkyards over there that he could potentially pluck one from. he could also order one but it's hefty with an over 800 dollar cost. Once the fusebox and wiring harness was replaced for me, I finally got my car back running how it's supposed to.
