You are asking to have your cake and eat it too. Unfortunately, rubber technology currently doesn't provide a compound that is pliable enough near/below freezing, yet performs well and has acceptable durability under summer conditions.

For what it's worth, the Conti Extreme Contact Sport is a summer tire that appears to tolerate cold temps better than the PS4. But I don't think either would be safe to drive in snow or wet conditions <32. I have the Conti ECS in 19 (285/35 square setup) for my daily driving wheels and they work great in both summer and temps around 32 in winter, but I won't drive them colder or in any precip at or below 35.
