The C8 Z51 is sold with summer only tires, they ship all year round. Don't know why GM would treat Camaro's differently. Would be pretty expensive for GM to hold them back just because of tires, cash flow matters. GM doesn't get paid until the car shows up. The Camaro SS has summer only tires as well.

My Z06 Z07 had Michelin Pilot Super Sports and those orders were held up for cold weather back then. Those tires were almost slicks.
